Minister Nabakooba clears Kyegegwa locals on land tittle application

The Minister of Lands, Housing and Urban Development in Uganda, Hon Judith Nabakooba has given a go ahead to Rwentuha, Kazinga and part of Mpara town council locals formally residing on Kyaka I refugee land in Kyegegwa district, to start the process of applying for land tittles a year after Museveni gave out land to the occupants.

In a letter dated January 30, 2024, addressed to the Minister of Relief and Disaster Preparedness, Hilary Onek, and copied to the Vice President, Prime Minister, and Kyegegwa district legislators, President Museveni had directed the Minister to secure 10 square miles from two refugee settlement camps of Kyaka I and Kyaka II, both located in Kyegegwa district, a move that was intended to pave way for the construction of an industrial park and an avocado farm by an investor.

However, on 13th of October 2024, H.E YK Museveni, visited the area where he interfaced the affected locals at Sooba primary school playground located in Migamba subcounty and rescinded his earlier decision to eject over 130,000 residents from the said land following a plead by the area MP Kyaka South also the Deputy Attorney General Jackson Kafuuzi Karugaba.

In a surprise turn of events, President Museveni told crowd that the government had plans already to relocate the investor to Kyaka II refugee settlement where the industrial park and an avocado plantation will be established.

During a visit on Sunday the 09th of November in the district, at Kazinga primary school in Kazinga town council, the Minister of Lands, Housing and Urban Development, Hon Judith Nabakooba started by distressing her dissatisfaction to some locals who are doubting President Museveni’s directive over the disputed land that covers approximately five square miles across Rwentuha subcounty, Kazinga town council and parts of Mpara town council,

Nabakooba, directed the district chairperson Kyegegwa John Kisoke Byamukama to cooperate with the district land board and district staff surveyor through the area land committees in ensuring that locals access applications to apply for their land tittles.

“After you have submitted your applications, I will send a team from the Ministry of lands, Housing and Urban Development to come and work with you so that they can do systematic land adjudication and certification,” Nabakooba stated.

In his communication, Minister Jackson Kafuuzi Karugaba, says since Museveni rescinded his decision, meeting have been ongoing in the Ministry of lands to ensure that an industrial park and an avocado plantation is established in Kyaka II settlement.

Minister Kafuuzi also sent a stern message to those seeking to bring down the President by spreading claims that he deceived them about land, adding that President Museveni has made numerous pronouncements on the matter.

Speaking to our reporter, locals including Frank Rwabugundo 75, residing in Rutaraka cell Kazinga town council, who already started the process of titling his land, expressed their gratitude to President Museveni and their area MP Minister Jackson Kafuuzi Karugaba.
