175 Police officers complete public order management training in Lira

The Deputy Resident City Commissioner of Lira City East Division, Mr. Odongo Steven, has called on police officers to uphold human rights and prioritise service delivery in their work.

Odongo made the remarks while representing the Resident City Commissioner during the pass-out ceremony of 175 Field Force Unit (FFU) and General Duties officers at Lira Airfield. The officers underwent four-day training on Public Order Management (POM), which started on Tuesday, September 2, and concluded on Friday, September 5, 2025.

He reminded the officers of their critical role in promoting transformation through adherence to the rule of law and good governance. Odongo also noted that effective coordination between security agencies and the Lango community has been key to sustaining peace and development in the region.

Meanwhile, SSP Doka Hamed Rashid, the Regional Police Commander of North Kyoga, emphasised the constitutional mandate of the police in handling public disorder under Article 212 of the 1995 Constitution of Uganda. He said the training had enhanced the officers’ capacity and confidence, which was demonstrated during their drills.

The Chief Supervisor of the training, SSP Justus Asimwe, explained that the program aimed to equip officers with techniques for managing riots, especially during the upcoming election period. He highlighted that the exercise focused on identifying how crowds shift from compliance to non-compliance, improving teamwork across security agencies, and closing operational gaps.

The pass-out event was attended by senior security officials, including SP Jimmy Patrick Okema, PRO North Kyoga; SSP Godfrey Komakech, Regional Prison Commander North Kyoga; Lt. Prossy, Commander of UPDF 103 Battalion; and various District Police Commanders (DPCs).
