The National Identification and Registration Authority (NIRA) has condemned reports that some of its staff are extorting money from members of the public in exchange for National Identification Card registration services.
NIRA Regional Manager, Mr. Edwin Tukamuhebwa, described the allegations as unacceptable and a violation of the authority’s core values. He urged the public to reject such demands and report any cases of bribery to the relevant authorities.
His remarks follow a series of complaints from community members who claimed they were being charged between five thousand and ten thousand shillings by some NIRA staff during the registration process.
One resident of Owor subcounty in Gulu District, who asked not to be named, told our reporter that a junior NIRA employee demanded ten thousand shillings before processing his registration.
Mr. Tukamuhebwa appealed to residents not to remain silent but to report such incidents immediately so that disciplinary action can be taken against the culprits.

The authority reaffirmed its commitment to transparency, accountability, and the delivery of public services free from corruption.
