Gulu district has received 47 tablet phones from the Uganda Communications Commission (UCC) to enhance the implementation of the Parish Development Model (PDM).
The tablets were officially handed over on Wednesday morning at the Gulu District Headquarters. Each device was given to the secretary of a Savings and Credit Cooperative Organization (SACCO) in the district’s 47 parishes. The move aims to improve data collection, record-keeping, and communication among PDM stakeholders.
Speaking to reporters, Mr. Alfred Ocen, the Gulu District Commercial Officer, said the devices arrived at a crucial time when the implementation of PDM is facing several challenges especially in monitoring and information flow.
“This support has come when we needed it most. These tablets will greatly improve data collection and facilitate smoother communication between SACCO leaders and their members,” Ocen said.
He added that the newly distributed tablets will complement an earlier batch given to SACCO chairpersons two years ago. With this new development, each parish SACCO will now have two devices one for the chairperson and another for the secretary aimed at boosting operational efficiency.
One of the recipients, Mr. Jacob Makombe, welcomed the intervention, noting that the tablets will simplify their work and improve service delivery at the grassroots level.

The Parish Development Model is a government initiative focused on eradicating poverty and creating wealth by empowering communities at the parish level. Officials hope that the introduction of digital tools like tablets will streamline operations and enhance the overall impact of the program across Uganda.
