Gen. Sserunkuma assumes command of UPDF 4th infantry division in Gulu

The 4th Infantry Division Headquarters in Gulu City has welcomed Major General Wilberforce Sserunkuma as the new Division Commander, taking over from Major General Felix Busizoori in a handover ceremony held on, Friday, August 21st, 2026.
The handover ceremony at the 4th Infantry Division headquarters began with the commissioning of Kainerugaba Hall, a facility constructed at a cost of 100 million shillings in honour of the division’s contribution to successful military operations in Northern Uganda.
The hall was officially opened by Deputy CDF Lieutenant General Sam Okiding representing Chief of Defence Forces and Presidential Advisor on Special Operations.
Speaking during the ceremony, the outgoing Division Commander, Major General Felix Busizoori, welcomed Major General Sserunkuma, describing the handover as an important milestone.
Busizoori said he had previously worked with Sserunkuma during a period when cattle rustling were a major security challenge in the Karamoja sub-region.
He urged the people of Gulu and the Acholi sub-region to extend the same cooperation and support they gave him to the incoming commander.
Busizoori also thanked the Commander-in-Chief and Chief of Defence Forces, General Muhoozi Kainerugaba, for appointing him to serve as Deputy Land Forces Commander.
Meanwhile, the new 4th Infantry Division Commander, Major General Wilberforce Sserunkuma, said he is not new to Northern Uganda, having served in the region during the Lord’s Resistance Army insurgency.
Sserunkuma said he served in the bush in Gulu between 1986 and 1993, adding that he understands the people of the region and is ready to work with them.
He pledged to continue from where his predecessor stopped and called for cooperation from the people and leaders of the region.
Speaking at the ceremony, Gulu City Mayor Julius Labeja Gunya recalled the security challenges that previously affected the Acholi sub-region, saying killings were once reported almost every week in areas including Gulu, Amuru and Kalongo in Agago District.
Mayor Labeja attributed the improvement in security partly to the hard work and joint response of security forces, particularly under the leadership of Major General Busizoori.
Representing the Chief of Defence Forces, Deputy CDF Lieutenant General Sam Okiding, commended President Yoweri Kaguta Museveni for the changes and reforms he has made within the Uganda People’s Defence Forces.
The ceremony was attended by military officers, local leaders, security officials and other invited guests.
