Police urge public to shun suspicious loiterers

Police have urged members of the public to steer clear of individuals who habitually loiter around business premises without any legitimate source of livelihood, warning that such people are frequently linked to criminal activities. The caution comes amid growing concerns over rising crime, with police calling on communities to remain vigilant and promptly report suspicious persons to the relevant authorities.

Speaking to our reporter on Thursday 9 July 2026, the Gulu district Community Liaison Officer (CLO) ASP. Moses Ogwang, advised residents to be cautious of people who hang around shops, trading centers, and motorcycle stages, noting that many eventually resort to theft.

He cited a recent incident where an individual who regularly loitered at a specific boda boda (motorcycle taxi) stage ended up stealing a motorcycle from the site.

Beyond petty crime, Mr. Ogwang raised serious concerns regarding corruption in the government’s cattle restocking program.

According to police investigations, unauthorized individuals have been illicitly receiving funds meant for beneficiaries in other parishes, effectively denying the rightful recipients their intended support.

Mr. Ogwang condemned the practice as outright theft of public funds and warned that anyone involved would face the full force of the law. He revealed that the police have already arrested several suspects linked to the fraud, and investigations are actively ongoing.

He assured public that the operation against cattle restocking fraud will continue unabated. He emphasized that arrests will persist until the fraud is completely stamped out, ensuring the government program benefits its rightful recipients.
