Gulu City secures Shs 3 billion for cattle restocking program

The Government of Uganda has intensified its cattle restocking program across the Acholi subregion, allocating over Shs 3 billion to Gulu City for last financial year. The initiative aims to help families recover from years of conflict and severe cattle loss, restoring livelihoods and boosting household incomes.

Speaking to Speak FM, John Charles Luwa, the Gulu City focal point person for cattle distribution, confirmed that the local rollout began on June 28, 2026. According to Luwa, 20 households have been selected from each of Gulu City’s 32 wards, bringing the total number of targeted beneficiaries to 640.

Luwa highlighted that selection criteria prioritised vulnerable and war-affected populations, including persons with disabilities, and youth-headed households.

So far, 451 people have successfully received their funds. However, disbursements for the remaining 189 beneficiaries were temporarily halted following reports that some early recipients had misused the Shs 5 million.

Luwa issued a stern warning that the funds must be used exclusively for livestock. He revealed that the government will launch investigations to track how the money is spent; warning that anyone found using the funds for other purposes will be arrested. By the end of this first phase, Gulu City expects to add over 3,000 cattle to its local economy.

Under the nationwide program, the government allocated Shs 80 billion for the 2025/2026 financial year to support approximately 16,000 households across the Acholi, Lango, and Teso subregions. Each selected household receives Shs5 million specifically to purchase three heifers and two bulls.
