Laroo-Pece Division has officially welcomed its new Town Clerk, Ahmed Mugisa, following a colourful handover ceremony held at the division’s main hall on Tuesday, 30 June 2026. Mr Mugisa takes over from the outgoing Town Clerk, Mpewo Francis, who served the division for one and a half years.

In his farewell remarks, Mr Mpewo described Laroo-Pece as a division with significant revenue potential, but noted that it remains constrained by serious operational challenges, particularly in waste management. He revealed that garbage collection and management currently consume the largest share of the division’s budget, straining available resources and limiting funding for other key development priorities.

Presiding over the ceremony, the Gulu City Town Clerk, Innocent Ahimbisibwe, issued a stern warning to town agents against engaging in corruption.

The Mayor of Laroo-Pece Division, who also doubles as the NRM Chairperson for Gulu City, Aber Gifter, officially welcomed the incoming Town Clerk. She expressed strong confidence that Mr Mugisa’s leadership would revitalise service delivery and fast-track development across the division.

Mayor Aber also highlighted a major milestone, revealing that locally generated revenue collection had increased from 64 per cent when her administration took office to an impressive 85 per cent within the first month.

The incoming Town Clerk, Ahmed Mugisa, pledged to foster a collaborative working relationship with political leaders, technical staff, and residents.

The handover ceremony was well attended by division leaders, technical staff, town agents and local government officials, all of whom pledged their full cooperation to the new Town Clerk as he begins his tenure.
