Parents and local leaders in Gulu District have been blamed for poor enrollment and performance in government secondary schools due to limited support for education. Meanwhile, Aswa County MP Okello Patrick Onguti donated over 2,000 mathematical sets to P7 candidates preparing for examinations.

Parents and local leaders in Gulu District have been cited as the primary

Obstacle to the success and enrollment numbers of government seed and community secondary schools across the district.

The concern was raised during dedication prayers held on Saturday, October 24, 2026, for Primary Seven (P7) candidates at Homa Primary School in Omel Sub- county. Addressing the congregation, Engineer Moses Onono the Director of HomaPrimary School and Board Chairman of Omel Seed Secondary School criticized parents and local leaders for their widespread negligence toward children’s education and key school affairs.

He said most parents and local leaders who are supposed to be

mobilizers, deliberately shunt meetings organized at the school and continue to hold a negative attitude toward the education of their children
