Gulu district council passes UGX 35.3 billion budget for FY 2026/2027

Gulu District Council has officially approved a UGX 35.3 billion budget for the 2026/2027 financial year, prioritizing human capital development with the education sector taking the lion’s share.

The budget was passed during a council sitting at the district headquarters on Thursday. Education was allocated UGX 13.1 billion, accounting for 37.2% of the total budget. The health sector follows with UGX 5.8 billion (16.5%), while administration received UGX 7.5 billion.

Other sectoral allocations include, Production and Marketing: UGX 2.4 billion, Roads and Engineering: UGX 1.8 billion, Natural Resources UGX 973 million, and Community Services: UGX 907 million, Water: UGX 718 million and Finance: UGX 514 million

The District Vice Chairperson and Secretary for Finance, Hon. Atim Vicky, presented the figures to councilors and technical staff. She noted that while the budget is ambitious, low local revenue and delayed central government remittances remain significant hurdles to service delivery.

In response, Balington Pa’ Ongwech, the Councilor for Bungatira Sub-County, welcomed the estimates but issued a stern warning against financial indiscipline.

The Deputy Chief Administrative Officer, Christopher Oketayot, thanked the council for their timely cooperation in passing the budget before the new financial year begins.

The session was presided over by the outgoing District Speaker, Hon. Phoebe Ayoo, who was recently elected as the Woman Member of Parliament for Gulu District.The new financial year is set to commence on July 1, 2026.
