Confusion Clouds Day One of voters Registration for LC1 elections in Kasubi ward Gulu city

Residents of Kasubi Ward in Bardege-Layibi Division in Gulu city turned out in moderate numbers today for the nationwide Local Council One (LC1) voters’ registration exercise, despite widespread reports of low awareness surrounding the event.

Ms. Amito Agnes the women council chairperson for kasubi Quoan quarters countered that turnout in her jurisdiction was strong due to the awareness campaigns that the leadership team conducted ahead of the exercise.

In Kasubi Central Cell, the exercise suffered a slow start due to confusion over the designated registration venue. According to a local resident identified as Kilama Anthony the delays were caused by the registrar initially setting up in the wrong location before later relocating to the correct site.

The Area Councilor (LC4) and Secretary for Community Based Services, Health, and Education in Bardege-Layibi Division, Hon. Ocakacon Isaac Demas—popularly known as “Lagut tidi cii moo”—acknowledged the pressures facing the exercise.

According to the Electoral Commission, voter registration for the LC I elections started on 6 to 10 July 2026 and will cover all 71,214 villages across Uganda. Residents will be registered in both the general village council register and the Women’s Council register.

For LC I Chairperson elections, campaigns will run from 20 to 27 July, with candidates required to campaign only within their villages of residence.

Polling for LC I Chairpersons will be held on Tuesday, 28 July 2026, with each village serving as a polling station. At the parish level, the EC has set 10 August 2026 as the polling date for Parish (LC II) Chairpersons, following nominations and campaigns scheduled for early August.
