Residents and local leaders in Gulu District are raising alarm over the deteriorating road network, warning that the poor state of infrastructure is now crippling access to healthcare, education, and trade
Anena Susan, the Councilor V for Awach Town Council, has urged district leaders to prioritize immediate road rehabilitation, saying the current situation has left many communities cut off from essential services.
In a telephone interview, the newly elected LC Five Chairperson of Gulu District, Obol Justine Simple Man, described the district’s road network as worrying, noting that the situation becomes much worse during the rainy season.

Lalam Lillian Stella, a councillor for Awach Town Council, echoed the concerns, saying poor connectivity remains the biggest obstacle to improving healthcare and education services in the area.
Meanwhile, former independent candidate for L.C 5 in Gulu District, Odong Geoffrey Ojibu, warned that the deteriorating infrastructure is discouraging potential private investors from operating in the district.
The outgoing district chairperson, Geoffrey Opiyo Atker, acknowledged the severity of the problem but said the district is constrained by limited local resources. He has appealed to the central government to provide emergency funding to support road rehabilitation.
Community members say several key routes across the district have become nearly impassable, slowing economic activities and making it difficult for farmers to transport their produce to markets.
