Owiny-Dollo celebrated as Museveni applauds his Judicial Legacy

Yoweri Kaguta Museveni has praised retired Chief Justice Alfonse Chigamoy Owiny-Dollo for what he described as an incorruptible record and outstanding service to Uganda’s judiciary.

Speaking during Owiny-Dollo’s homecoming celebrations at Kaunda Grounds in Pader District, the President said throughout the former Chief Justice’s tenure he never received any reports linking him to corruption.

Museveni commended Owiny-Dollo’s unwavering integrity, noting that his leadership strengthened public confidence in the justice system and contributed significantly to national development.

“During the time he served as Chief Justice, I never heard any report about corruption involving him. That shows the kind of disciplined and principled leader he is,” Museveni said.

The Minister for Relief, Disaster Preparedness and Refugees, Hilary Onek, also applauded Owiny-Dollo for setting a strong judicial legacy characterized by fairness and non-sectarianism.

Onek said the retired Chief Justice made landmark decisions that upheld justice for all Ugandans regardless of tribe, religion or political affiliation.

Local leaders from the Acholi sub-region thanked President Museveni for appointing Owiny-Dollo to the country’s top judicial position, saying his leadership helped advance the rule of law and access to justice in Uganda.

In his remarks, Owiny-Dollo urged the Acholi community to move beyond narratives centered on the past war and instead focus on rebuilding household incomes and strengthening local economies.

To boost food security in the region, Owiny-Dollo proposed the establishment of a large-scale irrigation scheme in Agoro, a move he said would enhance agricultural productivity and improve livelihoods.

President Museveni welcomed the proposal, noting that irrigation is key to stabilizing food production and supporting economic transformation in northern Uganda.
