Gulu City Council has officially approved a revised budget of 44.6 billion shillings for the 2026/2027 financial year. This marks a significant 5-billion-shilling increase compared to the previous year’s allocation.
The City Secretary for Finance, Caroline Adong, attributed the rise to enhanced funding under the Uganda Cities and Municipalities Development Program and an adjustment in civil servant wages. While the budget was initially projected at 40.7 billion shillings, it was pushed upward after the Ministry of Finance allocated an additional 3.8 billion shillings.
A breakdown of the revised figures highlights several key allocations Shs 2.5 billion for teacher salaries, Shs 778 million for gratuity payments, Shs 555 million for pensions, Shs 475 million for tourism development grants.

Gulu City Mayor, Alfred Okwonga, emphasized the need for seamless coordination between technical and political leaders to ensure these funds translate into results.
Morris Odong, the city Councilor for Laroo-Pece Division, expressed optimism that the increased funding would directly improve service delivery.

Similarly, City Speaker Joyce Alima commended the stakeholders involved and welcomed the newly elected councilors to the chambers.
The Deputy Resident City Commissioner for Gulu City East, who attended the full council session, also lauded the move, describing the budget approval as a vital step toward community development.

The City Council’s approval comes just three days after the Pece-Laroo City Division approved its own balanced budget of 4.77 billion shillings for the same financial year.
