Deputy national coordinator condemns abuse of PDM programme in Kagadi

The Parish Development Model (PDM) is a government-led initiative in Uganda aimed at transforming subsistence households into the money economy, with the goal of lifting 17.5 million Ugandans in 3.5 million households out of poverty.

Joveline Kalisa Kyomukama, the Deputy National Coordinator of the Parish Development Model (PDM), has denounced the exploitation and mismanagement of the programme by supervisors, local council leaders, and PDM committee leaders in Kagadi district.

Speaking to our reporter, Kalisa expressed concerns that the programme’s implementation in Kagadi district deviates from its guiding seven pillars.

The Parish Development Model is based on seven fundamental pillars:

  • Production, Storage, Processing and Marketing
  • Infrastructure and Economic Services
  • Financial Inclusion
  • Social Services
  • Mindset change
  • Parish-Based Management and Information System
  • Governance and Administration.

Accompanied by the Kagadi district RDC’s office and district leaders, Kalisa is conducting a district-wide assessment of the programme’s progress and challenges, which is set to conclude on Tuesday next week.

She emphasised that President Yoweri Kaguta Museveni has directed the Chief Administrative Officer’s (CAO) offices to interdict and prosecute parish chiefs and supervisors who are obstructing the programme’s progress.

Kalisa advised beneficiaries who paid bribes to demand refunds and elect new PDM committees for effective performance.

She also urged implementers and stakeholders to combat illegalities and remain loyal to the nation, hinting at potential increased funding for effective parishes following national consultations.
