Security agencies in Gulu City have arrested 90 suspected criminal gang members following a two-day intelligence-led operation across key parts of the city.
The joint operation, carried out by the Uganda Police Force and the Uganda People’s Defence Forces (UPDF) on 15 and 16 February 2026, targeted alleged criminal cells operating within the Gulu Central Business District (CBD) and surrounding areas in Gulu City East and Gulu City West.
According to the Aswa West Regional Police Spokesperson, ASP Ongom David Mudong, the operation focused on known crime hotspots, including Cemetery Road opposite GASCO Petrol Station and parts of Prisons Ward. The suspects are accused of terrorising residents during night hours and disrupting business activities within the city centre and nearby neighbourhoods.
Police reported that several suspects were allegedly found in possession of marijuana, burglary tools, and knives. Preliminary screening further revealed that some of those arrested had recently been released from prison under plea bargain arrangements, while others had been sentenced to community service but reportedly defaulted on their obligations.
Speaking to journalists on Tuesday afternoon, the Gulu City East Resident City Commissioner (RCC), Peter Banya, said the operations will continue as security agencies intensify efforts to rid the city of unruly youths, commonly known as “Aguu,” who are accused of fuelling insecurity.
Residents have welcomed the crackdown but called for sustained efforts. Robert Onen, a resident of Cemetery Road, urged security agencies to carry out further operations and ensure that offenders are prosecuted.

Okoya Alex, the LCII Chairperson of Labour Line, also appealed to senior security authorities to strengthen and intensify enforcement measures, citing persistent attacks on residents by suspected criminal elements in the area.
The persistent attacks attributed to the unruly youths have caused widespread fear among community members, with leaders and residents alike calling for long-term measures to restore lasting peace and security in the city.
