Bribes Block PDM Funds: Gulu Residents Demand Justice

Residents of Kasubi Ward in Bardege-Layibi Division have raised concerns over alleged corruption in the implementation of the Parish Development Model (PDM), accusing some SACCO leaders of soliciting bribes from intended beneficiaries.

Onen Geoffery, a resident of Kasubi Ward, alleged that applicants are first required to pay UGX 5,000 for their names to be considered. He further claimed that even after paying the initial amount, some SACCO leaders negotiate additional payments ranging from UGX 100,000 to UGX 200,000 before releasing funds to beneficiaries’ accounts.

Similarly, Adyero Mercy, a resident of Laa Cwari in Kabedo Opong, alleged that some SACCO leaders demand up to UGX 200,000 from beneficiaries before including them on the list of eligible recipients. She appealed to city authorities to investigate the alleged bribery and ensure accountability.

Responding to the allegations, Pastor Roy Olal, Chairperson of PDM Kasubi Ward, told our reporter that his office had not received any formal complaints but promised to follow up. He added that beneficiaries across 12 enterprise groups in Kasubi Ward have already received PDM funds, and that further disbursements are expected in the next phase for those who have not yet benefited.

Meanwhile, Ivan Ojok, the Assistant Resident City Commissioner (RCC) for Gulu West Division, said his office had not received official complaints but assured residents that investigations would be conducted. He urged community members to report cases of corruption promptly, noting that timely reporting would enable authorities to take appropriate action.

Residents say that if the allegations are proven true, such practices would undermine the government’s poverty alleviation efforts under the Parish Development Model.
