The Resident District Commissioner (RDC) of Kitgum Municipality, Segawa Jimmy Ebil, has called upon citizens to embrace mindset change in line with national development and to protect the gains the country has achieved under the current government.
Segawa made the remarks on Wednesday during an induction training for Masters of Ceremony (MCs) and panelists drawn from the eight districts and one city in the Acholi Sub-region, held at the RDC’s boardroom in Kitgum Municipality.
Addressing the 55 MCs and panelists, Segawa encouraged them to promote mindset change within their respective communities, particularly among beneficiaries of government programs such as the Parish Development Model (PDM), Emyooga and Youth Livelihood Programme (YLP).
He highlighted the achievements of the NRM government, noting that through the PDM, each household has received at least one million shillings as part of ongoing efforts to eradicate poverty.
The participants represented the districts of Amuru, Nwoya, Omoro, Gulu District and City, Agago, Pader, Lamwo, and Kitgum.
Segawa further urged them to mobilize support for President Yoweri Kaguta Museveni’s 2026–2031 presidential bid, stressing that protecting the gains of the NRM government is essential for sustained national progress.
He listed some of these gains as peace, security, improved health facilities, employment opportunities, and empowerment of youth and women, social economic empowerment programmes.
Segawa also encouraged participants to advocate for the implementation of the ROCO-PACO programme within their communities, describing it as another key driver of development.
Meanwhile, Oyoo Robinson, the focal point person and Assistant RDC of Lamwo, cautioned against division and segregation among MCs and panelists in the Acholi Sub-region, urging them to work in unity regardless of district boundaries.
In a gesture of empowerment, President Museveni contributed 1.8 billion shillings to support small businesses operated by the MCs and panelists through their SACCO. According to Oyoo, each SACCO member is eligible for a loan ranging from one to two million shillings at an interest rate of 6% per annum, as part of a revolving fund.
At the present time, President Museveni is on his campaign trail in the West Nile region and is expected to enter the Acholi Sub-region through Amuru District by October 20th, 2025, marking the beginning of his engagements in the region.
The participants expressed gratitude for the training and pledged to apply the lessons learned to promote development and positive change within their communities.
