Parents and guardians in Pader District have been warned against marrying off underage girls, a practice that carries criminal penalties, including imprisonment.
The warning was issued by the Resident State Attorney for Pader District, Ivan Kyazze Evans, during a stakeholder engagement meeting organised by the International Justice Mission (IJM) on Monday at the Pader Magistrate’s Court hall.
Addressing participants, Kyazze cautioned parents and guardians against negotiating marriages for girls under the age of 18. He emphasised that children under 18 are legally classified as minors and are particularly vulnerable to abuse.
Kyazze noted that child marriage constitutes sexual exploitation and is punishable under the law. He further urged the police to take a proactive interest in such cases whenever they are reported, observing that many cases only reach authorities after family negotiations fail and abuse has already occurred.
“Most of these cases are reported late because families attempt to settle them at home. By the time police are involved, the child has already been violated,” Kyazze said.
Meanwhile, Gladys Oyella, a paralegal with Free Child Uganda, called on stakeholders to remain vigilant, particularly during the festive season when cases of child abuse tend to rise.
Oyella revealed that, starting next year, Free Child Uganda will introduce a new legal representative—an advocate who will work closely with the courts to handle juvenile cases and strengthen access to justice for children.
The meeting brought together judicial officers, police, civil society actors, and community leaders to discuss strategies for preventing child marriage and protecting children’s rights in Pader District.
