Police pass out 1,720 Special Police Constables in Pader, Warn against indiscipline

Special Police Constables (SPCs) ready for pass out

A total of 1,720 Special Police Constables (SPCs) passed out on Thursday, 18th December 2025, in Pader District, with authorities warning them against acts of indiscipline as they carry out their duties in the community.

The warning was issued by the Aswa East Regional Police Commander, SSP Ben Okae, while officiating at the pass-out ceremony held at Alarm Technical Institute in Pader District.

SSP Okae emphasized the importance of discipline, professionalism, and good conduct among the graduates, noting that the Uganda Police Force is committed to supporting them during their three-month engagement. He explained that the SPCs will be awarded certificates after successfully serving for the stipulated period.

He further clarified that although the three-month contract will expire thereafter, the police leadership will remain in close contact with the personnel, adding that plans for fresh recruitment are expected next year, as earlier communicated by President Yoweri Museveni.

Addressing guests at the ceremony, SP Jackson Bogere, the District Police Commander (DPC) for Pader, said it is the constitutional mandate of the Uganda Police Force to ensure maximum security before, during, and after elections.

Bogere stressed that achieving this goal requires joint efforts through collaboration with sister security agencies and the general public.

In his report, Bogere noted that the SPCs underwent intensive training in crime detection, public order management, and election security, including observing and securing polling stations.

The training involved participants from Agago and Pader districts and was conducted at Alarm Technical Institute and Peace Building Institute, both located in Oyutu Cell, Luna Parish, Pader Town Council.

The ceremony was attended by several senior security and political leaders, including Col. Fraser Gai Mpadwa, Deputy Commander of the 5th Infantry Division; Capt. Ibrahim Kasule Sekitto, PRO 5th Infantry Division; SSP Ben Okae, Aswa East Regional Police Commander; IP Joe Oloya, Aswa East Police Spokesperson; District Police Commanders; Resident District Commissioners of Agago and Pader; the District Internal Security Officer (DISO) of Pader; the Vice Chairperson LC V of Pader District; and other invited guests.

The deployment of the SPCs forms part of broader preparations to ensure peace and security during the 2026 General Elections.
