Residents of Central B Village in Kal Parish, Pader District, have raised concerns over alleged irregularities in the disbursement of funds under the Parish Development Model (PDM), warning that the issue could undermine future government service delivery in the area.
According to local residents, the concerns follow reports that some individuals who are not legitimate beneficiaries from Kal Parish allegedly received PDM funds during the recent distribution.
Tookema Michael, a resident of the area, claimed that PDM funds were given to non-beneficiaries, leaving out rightful recipients within the parish.
Confirming the concerns, Michael Okot, the LC III Chairperson of Atanga Sub county, said investigations indicate that some individuals received PDM funds from parishes to which they do not belong, raising suspicions of possible impersonation during the profiling process.
Okot attributed the irregularities to lapses at the parish leadership level, noting that the PDM programme is managed at parish level. He added that, since the funds have already been disbursed, attention has now shifted to investigations to determine how non-residents were profiled and approved in a different parish.
When contacted, the Pader District Community Development Officer (DCDO), Festo Okidi, said his office had not yet received any formal complaints regarding the alleged irregularities in Atanga Sub county.
However, Okidi emphasised that, under normal circumstances, no individual should receive PDM funds from a parish to which they do not belong. He warned that, if such cases are confirmed, responsibility would rest with four categories of people involved in the process.
He further stated that, if the allegations are proven, the matter would constitute fraud and could lead to the arrest of all individuals involved in the profiling and disbursement process.
