The Kamuli District Local Council was forced to convene an emergency council sitting following growing tension between councilors and technical staff over alleged mismanagement of road construction funds amounting to UGX 2 billion.

The standoff prompted the Minister for Local Government, Hon. Raphael Magyezi, to intervene on the directive of the First Deputy Prime Minister and Minister for East African Community Affairs, Rt. Hon. Rebecca Alitwala Kadaga.

According to reports from the councilors, the funds meant for the rehabilitation of several district roads were not properly utilised. The councilors accused the Chief Administrative Officer (CAO) and the District Engineer of corruption and demanded that they be either transferred or dismissed.

One of the councilors, Mr. Chris Chrizostome Wabiire, who represents Mbulamuti subcounty, said several roads remain in poor condition despite reports from the district chairperson, Madam Sarah Sambya, claiming that most of the projects were completed and funds fully utilised.

He cited roads such as Bulunda–Namasagali Road, Bulunda–Kakindu Road, and Mbulamuti–Kisozi Road, among others, each of which was allocated not less than UGX 400 million, yet little or no work has been done.

These revelations prompted Rt. Hon. Kadaga to direct Minister Magyezi to visit Kamuli and compile a thorough report on the matter.

In his remarks, Minister Magyezi urged the councilors to remain calm and allow the offices of the Resident District Commissioner (RDC) and other oversight agencies to complete their investigations.

However, the Speaker of the Kamuli District Council, Mr. Mpalabule Charles, vowed that the council will not tolerate corruption in the remaining months of their term.

“We shall not allow corruption to thrive in Kamuli. Accountability and transparency must prevail as we prepare to hand over office next year,” he said.
