The Chief Administrative Officer of Dokolo District Local Government has suspended the Sub County Chief of Adeknino Sub County, Obote Jimmy, due to his failure to account for public funds allocated for significant development projects such as roads, water, sanitation, and others.
In a letter dated 5th February 2026, Oryono Granfield Omonda, the Chief Administrative Officer, informed Obote Jimmy that he had received correspondence from Okwalongwen Sub County, where Obote previously worked before his transfer to Adeknino, dated 10th April 2025, regarding the mismanagement of funds intended for development projects.
On 17th April 2025, Obote Jimmy penned a letter denying the allegations of mismanagement concerning the funds designated for Okwalongwen Sub County. Subsequently, on 29th April 2025, an audit was conducted to assess the claims of fund mismanagement and to counter the allegations.
The audit report was finalized on 17th June 2025, revealing that Obote had indeed mismanaged the funds.
On 11th October 2025, Obote Jimmy submitted another letter asserting that the funds had been fully utilized and accounted for.
An audit team was once again tasked with verifying this claim and providing evidence of project implementation.
However, on 11th December 2025, the audit report indicated that the projects had not been fully executed and that the funds remained unaccounted for.
The Chief Administrative Officer further stated that Obote’s actions contravene section F-r(7a,f,g) of the Uganda Public Service Standing Orders 2021.
In accordance with section F-s(7) of the same Standing Orders, the Uganda Public Service Regulation (Regulation 38), and under the authority of section 64(2c) of the Local Government Act cap 243 as amended, he has suspended Obote Jimmy from performing the duties, functions, and powers of the office of the Sub County Chief of Adeknino with immediate effect to facilitate further investigation into the matter.
Oryono Granfield Omonda also mentioned that during the period of suspension, Obote Jimmy will receive half of his salary and is prohibited from leaving Uganda without permission.
