On 1 October 2025, President Yoweri Museveni inaugurated a spirited campaign rally in Amolatar, Lango, where he made key commitments aimed at improving the livelihoods of the local community.
His address was filled with promises reflecting a deep understanding of the challenges faced by residents, particularly those in the fishing sector.
A highlight of President Museveni’s speech was his assurance to engage with members of parliament representing the fishing community. He emphasised the need to find ways for indigenous people to participate in fishing for sustenance without violating existing regulations. This approach seeks to balance conservation efforts with the survival needs of local communities, recognising the vital role fishing plays in their daily lives.
Addressing economic challenges in the fishing sector, the president pledged to establish a Savings and Credit Cooperative Organisation (SACCO) specifically for fishermen in Amolatar. He noted that fishing involves higher operational costs compared to the Parish Development Model (PDM), which requires minimal financial input. The SACCO is expected to provide the financial support needed to sustain livelihoods while adhering to regulations.
On environmental concerns, President Museveni outlined plans to restore wetlands adversely affected by rice cultivation. He proposed constructing fishponds along the shores of wetlands in regions including Lango, Teso, and Busoga. This initiative aims to rehabilitate vital ecosystems while enhancing fish farming practices, ultimately contributing to biodiversity and economic resilience.
On the transport front, President Museveni reassured the community about ongoing road projects, including the notable Apac–Rwekunye road. He acknowledged the urgent need for improved infrastructure and expressed his commitment to tarmacking key roads such as the Namasale–Dokolo road, emphasising its importance in connecting the community.
Education also featured prominently during the rally. The president urged leaders of government schools to refrain from imposing educational fees. He announced plans to recruit 50,000 teachers in his next term to address staffing shortages that have hindered many schools from meeting educational standards. Furthermore, he expressed intentions to establish a technical school in memory of the late Latigo, who made significant contributions to the National Resistance Movement (NRM) in Amolatar.
The issue of cattle compensation was also addressed, with President Museveni thanking the Amolatar community and NRM leaders for accepting the restocking compensation method, reflecting a broader commitment to supporting the agricultural backbone of the region.
As part of his vision for wealth creation, the president encouraged the Lango community to prioritise development initiatives over subsistence farming alone. His message aimed to eradicate poverty among the Wonahici and promote sustainable practices that enhance economic empowerment.
Contributing to the communal spirit, Rt Hon Anite Among, Speaker of Parliament, assured participants that Amolatar’s road issues would be addressed “by any means necessary.” Hmason Obua, Vice Chairperson of the NRM in Northern Uganda, reinforced the party’s commitment to its seven pillars of peace, development, and wealth creation, highlighting a collective dedication to transformative governance.
As the rally concluded, the atmosphere was charged with enthusiasm and hope. President Museveni’s presentation of flags to NRM flag bearers, including LCV Chairperson James Auna, Kioga County representative Felix Adupa, Kioga North Mr Okodo Peter, and WMP Dr Agness Atim Apea, underscored a community eager for progress under his leadership.
With a clear roadmap laid out, the people of Amolatar left the rally inspired and ready to embrace the promise of advancement and prosperity.
