Soldier shoots civilian dead in Agago

A soldier attached to the Lomoi protected kraal army detachment in Agago district has allegedly shot and killed a civilian under unclear circumstances.

According to initial reports, the incident happened around 2:00 AM when Private Ebamu Samuel confronted four civilians who were gambling.

Witnesses say the soldier suddenly took their money and playing cards, leading Ongwech Paul, one of the gamblers, to resist by grabbing him by the neck. A struggle followed before Ongwech and his group ran away.

Shortly after as he was searching for the gamblers, Private Ebamu reportedly met Okio Richard, a 35-year-old man leaving a bar. Witnesses say the soldier, without provocation, fired two shots, hitting Okio in the stomach. He died on the spot.

Omal Samuel, 57, reported the shooting at Lai-Muttu Police Post. The Aswa East Police spokesperson, IP Oloya Joe, confirmed that officers recovered two cartridges from the scene.

Authorities have urged the community to remain calm as investigations continue. The UPDF has also assured the public of its commitment to discipline and adherence to Standard Operating Procedures (SOPs). Maj. Gen. Keith Katungi, the Division Commander, has ordered a full investigation into the shooting.
