Pader RDC orders arrest over PDM money extortion claim

In a dramatic turn of events, Pader Resident District Commissioner (RDC) Milton Odongo has called for an investigation into alleged extortion linked to the Parish Development Model (PDM) programme. This order follows serious complaints against Parish Chief Opio Mark, who is accused of soliciting unauthorised fees from community groups.

During a visit to Acholibur sub-county on Thursday, 5th September 2024, Odongo responded to allegations made by Angom Kala, a resident of Arit East Ward. Kala claims that Opio Mark demanded 100,000 Shillings from each group in five parishes to facilitate registration for PDM funds. “This extortion is unacceptable. We will ensure that anyone involved will face the full force of the law,” Odongo asserted.

Odongo has instructed the Criminal Investigation Department (CID) to arrest and thoroughly investigate Opio Mark. He assured the community that any money collected illegally would be refunded once the investigation is complete. “Our priority is to restore trust and ensure justice for all affected,” Odongo added.

In response, Opio Mark has denied the extortion claims. He explained that the 4,000 Shillings collected was intended for printing forms, while the additional 6,000 Shillings covered the cost of passport photos provided by the service provider. “These fees were legitimate and part of the registration process,” Opio defended.

The PDM, a government initiative launched in 2022, aims to transform subsistence households into income-generating enterprises to eradicate poverty.
