Pader ARDC Obina recognised for outstanding leadership

In a remarkable display of appreciation for exceptional service, Mr Komakech Robert Obina, the newly appointed Assistant Resident District Commissioner (ARDC) of Pader district, was awarded a certificate of recognition on Tuesday, 3 September 2024, for his exemplary leadership and contributions to the district’s development.
The certificate, presented during a district council session, was handed over by the Pader Resident District Commissioner (RDC), Mr Milton Odongo, alongside the LC V Chairman, Mr Fearless Obwoya Oyat, and the Clerk to Council, Mr Paul Gala Olweny. The recognition highlights Mr Obina’s dedication and tireless service during his tenure as the district councillor for Porogali sub county.
Presiding over the session, Speaker Mr Ottober Wellborn Odiya praised Mr Obina’s leadership and commitment to the district, saying, “Mr Komakech Robert Obina’s efforts have not gone unnoticed. His dedication to serving the people of Pader has been inspiring, and his leadership continues to set a high standard for others to follow.”
The award recognises not only his recent contributions but also Mr Obina’s extensive history of public service. His leadership journey began as Kitgum District Youth Chairperson from 1998 to 2002. He went on to serve as Pader district NRM General Secretary from 2010 to 2015 and Pader District Speaker from 2011 to 2016, where his influence in shaping policies and governance was significant.
Although he stood for the Pader LC V Chairperson seat in 2016, he was not successful. However, his dedication remained evident, and in 2019, he was appointed Pader district Coordinator for the Office of the National Chairman (ONC). This rich background in leadership and service continues to guide Mr Obina’s work in Pader.
The certificate is a testament to Mr Obina’s unwavering commitment to development initiatives, which have been instrumental in uplifting the communities in Porogali. His focus on improving infrastructure, advocating for better services, and promoting people-centred policies aligns with the broader vision of the National Resistance Movement (NRM) party’s manifesto.
Mr Obina expressed his gratitude to the district leaders, council members, and the community for their support. In his address, he thanked the Pader District Council for their guidance during his time as a councillor and acknowledged the trust placed in him by the President of Uganda.
“I am humbled by this recognition and grateful for the opportunity to serve the people of Pader,” said Mr Obina. “I would like to thank His Excellency President Yoweri Kaguta Museveni for his unwavering support. I will continue to uphold the principles of the NRM and work to ensure that development reaches every corner of our district.”
He further pledged to continue his dedicated service in his new role as ARDC, stating, “I will remain committed to serving the people and following the guidelines from the President’s Office to promote peace, stability, and development in our district.”
The council also recognised Paiula sub county female councillor, Jennifer Akena, for her compassion in caring for an abandoned infant. Meanwhile, the council discussed the vacancy left by Mr Obina following his appointment, with the Speaker acknowledging his resignation from his previous position.
