Pader Headteacher under investigation over alleged defilement of student

Police in Pader District are investigating the headteacher of Pajule Primary School over the alleged defilement of a 16-year-old student, as education leaders and child protection officials call for justice, stronger safeguards for learners, and accountability for anyone found guilty.

The Pader District Police Commander, SP Jackson Bogere, confirmed that investigations are underway into allegations against Odong Phillip, 40, the headteacher of Pajule Primary School.

According to police, the alleged victim is a 16-year-old student. SP Bogere stressed that schools must remain safe environments for children and warned teachers against abusing the trust placed in them.

He noted that police continue to register defilement cases in schools, many of which involve teachers, and warned that authorities would not tolerate any educator who exploits their position of trust as a parent or guardian of learners.

Pader District Secretary for Education Samuel Ojok said preliminary information indicates that the alleged relationship between the headteacher and the student began while she was still attending the primary school where the suspect was serving as headteacher.

Ojok said the matter came to light after the girl enrolled in secondary school and underwent a routine medical examination, during which she was allegedly found to be pregnant.

He said the student later disclosed that the pregnancy was linked to the alleged relationship with the headteacher, prompting the matter to be reported to the police.

Ojok said he immediately contacted the Officer in Charge of Pajule Police Station before consulting the Pader District Police Commander, SP Jackson Bogere, who confirmed that the case had been officially registered.

He added that the suspect would be transferred to Pader Central Police Station to facilitate further investigations.

Ojok said the District Education Department is committed to ensuring that the suspect faces the due process of the law if the allegations are substantiated. He stressed that justice must prevail and that those entrusted with the care and education of children should never abuse that responsibility, as such actions can have lasting consequences for the lives and futures of young people.

He urged teachers and school administrators to protect learners, saying every girl under their care should be treated as though she were their own child.

Meanwhile, Pader District Senior Probation and Social Welfare Officer David Okech said his office would support the investigation by preparing a Social Inquiry Report and a Victim Impact Assessment to assist the court during the trial.

Okech added that his department would recommend to the Chief Administrative Officer that the accused headteacher be interdicted while investigations are ongoing. He further said that, if convicted, the headteacher should be dismissed from the public service in accordance with the law.

Okello Justin Abolo, Chairperson of the Headteachers’ Association in Pader, condemned the alleged abuse and cautioned teachers against engaging in inappropriate relationships with learners, saying that children entrusted to their care are members of the community and must be protected.

He urged teachers to uphold the highest standards of professionalism, maintain discipline, and protect the dignity and integrity of the teaching profession.

Police said investigations are ongoing and that, if the suspect is found guilty, he will face the full extent of the law in accordance with Uganda’s laws on defilement.

Under Ugandan law, defilement is a serious criminal offence that attracts severe penalties. A person convicted of defiling a child below the age of 18 years may face life imprisonment or other penalties, depending on the circumstances of the offence.
