Pader Town Council swears in new LCI and LCII leaders

Pader Town Council has sworn in newly elected Local Council I and II leaders, with district and town council authorities urging them to prioritise security, accountability, cleanliness and effective service delivery in their communities.

The swearing-in ceremony was held on Monday, August 24, 2026, at Pader Town Council Hall and was conducted by the Town Clerk, Mark Lamson Okello.

Their swearing-in comes after the Electoral Commission-conducted Local Council elections, with polling for LC I chairpersons held on July 28, 2026, and elections for LC II chairpersons conducted on August 10, 2026, across Uganda.

Speaking during the ceremony, LCV Chairperson Alfred Akena cautioned the newly sworn-in leaders against abusing their offices, particularly through misuse of government stamps.

Akena said local council leaders should understand the limits of their authority and avoid handling matters that are beyond their legal mandate. He advised them to refer such cases to the appropriate authorities for proper action.

He also called for induction training for all local leaders in Pader to help them understand their roles and responsibilities and avoid making mistakes while executing their duties.

Akena said the leaders would be provided with the Local Governments Act to guide them in carrying out their responsibilities in accordance with the law.

He further urged the grassroots leaders to lead by example, saying their conduct in the community would influence residents to respect authority and participate in development activities.

Pader Town Council LCIII Chairperson Kilama Fearless Wodacholi urged the new leaders to take security seriously and avoid protecting wrongdoers and suspected criminals operating within their cells.

Kilama encouraged the leaders to register new residents and tenants in their areas, urging landlords and landladies to report new occupants so that authorities can keep track of people living within the communities.

He said proper registration of new residents would help strengthen security and prevent the presence of idle and unidentified people from creating problems in the community.

Kilama also cautioned the leaders against conducting activities without proper consultation or authorisation.

He announced that the town council would closely monitor the performance of each cell, focusing on areas such as security and cleanliness. He said the best-performing village would be recognised and awarded.

Meanwhile, Pader Town Council male LCV Councillor Okello Walter Raleigh called on the newly sworn-in leaders to work together for the development of the town council.

Okello urged the leaders to closely coordinate with local authorities to ensure government services reach the intended beneficiaries.

He also encouraged them to mobilise residents to pay taxes, saying local revenue collection enables government to raise funds for service delivery.

Pader Town Council comprises three parishes Lagwai, Acoro and Luna. Lagwai has nine LCI units, Acoro has 12, while Luna has nine, with each parish having one LCII.

The newly sworn-in leaders are now expected to begin their grassroots responsibilities by strengthening community security, mobilisation, accountability and service delivery.

The ceremony brought together newly elected grassroots leaders and local government officials, including Pader District LCV Chairperson Alfred Akena, Pader Town Council LCIII Chairperson Kilama Fearless Wodacholi and Pader Town Council male LCV Councillor Okello Walter Raleigh, among other local leaders.
