Contractor on the spot over delayed construction projects in Kamwenge

Leaders in Kamwenge District have called on government through Ministry of Education and Sports to terminate contracts awarded to ISB Construction Company over delays in construction works on two seed schools in the area.

The affected projects include Busiriba seed secondary school in Busiriba sub county and Kabambiro seed secondary school in Kabambiro sub county, both in Kibale County Kamwenge district. Each project is valued at more than 3.4 billion Uganda shillings.

Launched in August 2025, the construction works were expected to be completed within 10 months; however, district reports indicate that construction progress currently stands at 25 percent, prompting local authorities to call for replacement of the contractor to ensure timely completion of the projects.

During an inspection at the Busiriba Seed School project on Friday 19 June,2026, the sub county district councilor Julius Byaruhanga, also known as Finest, raised concern over the slow progress of the works. He accused the contractor of failing to pay workers, a situation he said has forced many local labourers to abandon the site.

Byaruhanga urged the government to replace the contractor, citing both delays and concerns about the quality of work.

Meanwhile, Kamwenge District LCV Chairperson, Joseph Karungi, said construction works at Ntonwa and Bishozi seed secondary schools in Kibale East county are progressing well despite having been launched later than the projects in Kibale County.

Karungi convened a meeting with area Members of Parliament, during which leaders resolved to recommend the termination of ISB Construction Company’s contract and the appointment of another contractor capable of completing the works within a required time frame.

He also appealed to residents and other stakeholders in the District to remain patient as efforts are made to address the delays. He urged the public to safeguard construction materials at the project sites, to ensure the schools are completed on time.

However, site engineer Tambit Moses blamed delays on inadequate initial site surveying, adding that an extension of the contract may be sought.
