There was a setback on Tuesday 21st April 2026, at the district headquarters of Kyegegwa during council session emanating from the absence of the Chief Administrative officer Kyegegwa Swaibu Balaba, neither his representative after minutes of council business.
This sparked debate among the district speaker Kyegegwa Joel Magoba, questioning whether council resolutions will be effectively implemented when the accounting officer also charged with the duty of giving technical knowledge was absent, prompting him to adjourn council business.
Later the Chief Administrative Officer entered into the council hall ending the stand-off moment that lasted for about 45 minutes.
During their deliberations, the councilors approved a work plan and a draft budget estimates for the F/Y 2026/2027 worth Uganda Shillings, Forty-eight billion nine hundred seventy-seven million two hundred sixty-nine thousand shillings (48,977,269,000).

The motion was presented by the leader of government business Hon Aggrey Lawrence Nabbasa roaring that under the revenue sources, they intend to collect 1, 980,944,000 as local revenues, 42, 275,379,753 from Central government transfers, while 3,999,187,000 as donor and NGO funds including 721,758,247 as transfers from other government units.

Nabbasa further narrated that over 7.8 billion has been allocated under administration department, while over 478 million under finance, 2.5billion under production and marketing, 12.2billion allocated on health, over 19 billion under education department, 1.6 billion allocated under roads and engineering department, while 504 million on water among other departments.

In his address, before council that was also attended by the incoming district chairperson Hon Norman Birungi, John Kisoke Byamukama now the outgoing chairman, briefed the members on different ongoing government projects and those still in pipeline.
Kisoke who credited him for his outstanding performance as the district political head for two consecutive terms, expressed his distress over the increasing land issues in the district.
