Moroto Leaders Urge Teachers to Prioritise Learners’ Interest

Moroto district leaders have urged teachers to return to classrooms as the government works on addressing their concerns over salary enhancements.

Kassim Kutosi Nasibu, the Moroto Chief Administrative Officer (CAO) stressed that while the teachers’ grievances are valid, industrial action should not interfere with learners’ right to education.

He told the striking teachers that government was aware of their salary concerns and committed to enhance it in a phased manner.

“Government has limited resources but is committed to enhance everyone’s salary to their satisfaction. Lets do our work, our is services to the country, it requires total commitment and dedication”, Kutosi Nasibu remarked.  

Kutosi Nasibu, described third term as the most important term where learners are promoted to the next class and advised teachers to return to classes for the good of the innocent learners.

He advised the teachers to stay focused and devoted to their work as the term begins irrespective of salary disparities among them.

“This term is very important, there shouldn’t be everything to disrupt it because it determines whether one is promoted or not, and you know how much parents and government has invested in the education of their children,” said Kutosi Nasibu.

David Koryang, the LCV Chairperson of Moroto urged teachers to always exercise love, devotion, dedication, commitment, selflessness and fair play in carrying out their duties.

While conceding that teachers faced a lot of welfare issues, Koryang, emphasised the need for teachers to let their unions fight for their welfare as they continue teaching.

He said: “Yes, you have the legal right to unionise and take employer to court, but don’t punish pupils in the process.

“You’re everything to the learners and we’re trying everything for you, government is working on improving conditions of your service and we plead with you to do well for learners.”

Koryang appealed to teachers never to consider ‘downing tools’ whenever there was a conflict with the employer in regards to salaries.

In the financial year, 2022/2023, government enhanced salaries of all science teachers, leaving out their art counterparts and primary teachers, which has sparked endless contention.

The monthly salary of a graduate science teacher secondary teacher was increased from Shs2.5 million to Shs4.2 million, while a diploma holder teacher salary was raised to Shs2.2 million up from between Shs795,000 and Shs858,000.

On Wednesday, September 17, 2025, the State Minister for Primary Education, Joyce Moriku Kaducu, assured the country that the pay gap between science and humanities teachers will be addressed in the coming Financial Year’s national budget.

Kaducu confirmed that talks with the striking teachers were already underway to resolve the impasse.
