Police Warn Clan Leaders Against Acting Outside the Law

Police in Aswa East Region have warned cultural leaders against violating the Constitution while executing their mandates.

According to Aswa East Regional Police Commander, Assistant Commissioner of Police, Katungwensi Anatoli, some clan leaders and LC I and II chairpersons are now handling capital offenses such as murder, defilement and rape among others, something he says violates the constitution since such cases are supposed to be handled in court.

While addressing the media from the Regional Headquarters in Kitgum on Wednesday afternoon, ACP Katungwensi cautioned clan leaders against confiscating properties of those who might have been tried before their kangaroo courts.

He asked leaders to follow the laws that govern this land so that criminals don’t take advantage and drag them to court for rights violation

Katungwensi also faulted LCI Chairpersons for exacerbating land wrangles by presiding over the sale of land where there is contention.

He said the vice has led to fights and sometimes deaths in some areas.

He also criticized some LCs for acting as independent courts, leading to mismanagement of cases.
