Kitgum DPC blames parents for urban criminal gangs

Kitgum District Police Commander, ASP Peter Owesigye has cautioned parents for their negligence which has bred youth gangs locally known as ‘Aguu’, who are terrorizing locals in the streets and also engaged in house break-ins among other crimes.

ASP Owesigye noted that cases of house break-ins are on the decline but the Aguu are still active on the streets especially in the municipality.

He noted that much as they are conducting night operations, whenever they arrest any suspected gangs, their parents come to their defense and bail them out, interfering with the judicial procedure.

He also said the police have on several occasions come under public criticism for releasing suspects even when their mandate ends at preparing the files and sanctioning them to the Resident State Attorney.

He appeals to parents to effectively play their roles in bringing their children up so that they don’t resort to criminality inorder to make ends meet.
