Biguli town council in Kamwenge district has registered low turn up in the endorsement of Patriotic League of Uganda (PLU) Chairman, Gen. Muhozi Keinerugana, for 2031 presidential bid.
This was revealed by Mr Murinde Agastus, the area PLU coordinator, who said they have got only 30 percent of the expected signatures, four days since Biguli town council received endorsement book.
Mr Murinde attributed the situation partly to harsh weather associated with rainfall, which he said has affected mobalisation in rural areas. He also pointed out hesitation by some leaders whom he said have resisted from offering their signatures.

According to Murinde, PLU leaders in Biguli town council recently agreed on mutual campaign with members of the National Resistance Movement (NRM), in a move dabbed “Tuko Pamoja”; however, he expressed discontent with some NRM leaders distancing themselves from PLU exercise.
He did not reveal by names the leaders accused of opposing the endorsement, but some of the notable figures who have not yet turned up for the exercise even on its last day, is Mr Murokore Odeck, the mayor for Biguli town council.

During a phone interview with our reporter, Mr Murokore Odeck dismissed allegations of hesitation in embracing PLU activity, rather, he blamed group leaders for lack of proper mobalisation.
Mr. Murokore said he was not informed about the endorsement exercise, noting that he could not tender his signature on a project that he has no formal knowledge about.
PLU leaders in Kamwenge District launched endorsement on Septenber 14, 2026, for General Muhoozi Kainerugaba to stand in 2031 presidential election.
Mrs Birungi Fai the district PLU coordinator said they aim at collecting at least 5000 signatures across the district to confirm the endorsement.
The district has so far registered at least 500 signatures, with Busiriba, currently the leading sub county in soliciting the highest number of signatures, according to Mrs Birungi.
