Lira City West goes 8 months without a council meeting

Lira city council clerk has expressed concern on the delayed council meeting of Lira city West division council meeting. For close to 8 months now, Lira city West division has not held a single council meeting which contravenes provisions in the local government Act.

We understand that the city clerk has written to the acting division town clerk of Lira City West demanding to know why it’s has taken all this long without the council of Lira city west holding her council Meetings.

In his letter dated 20th March 2023 signed by City Clerk Tibihika Theophilus addressed to Lira city West division town Clerk Jimmy Angole, the City Clerk said that it has reached to his attention that the division has not held any council meeting for the last 8 Months under unclear circumstances.

According to Tibihika, Regulations 9 (1) part 111 of the third Schedules Provides that a local government Council shall meet for the discharge of its function for at least once in two Months.

He says councilors are supposed to attend Council Meetings, Committee Meetings and other Sub Committees, and it can’t be delegated.

The City Clerk, Ordered Angole Jimmy to put in writing explaining why it has taken 8 Months without having any Council Meetings.

He also wants Angole to point out, names of those whom he thinks has not done his or her part leading to the failing to have the Meetings.

When contacted for comments, Jimmy Angole, the Lira City West division Clerk confirmed that he received a letter from his superior over this matter.

Meanwhile, Speaker Daniel Okello said his efforts to call for the Council Meetings were frustrated by the division town Clerk and the executives of Lira City West.

The saga in Lira city West division started in 2022 after a section of Councilors and Mayor Ogwal Achonga raised a motion to Censure Speaker Daniel Okello out of Office over accusations of incompetence, abuse of Office and not being loyal to Mayor and executives.
