Kapeta Sub-county operates without office space eight years after its creation

KOTIDO: Katepa Sub-county in Kotido district is struggling to operate without administration block, eight years after its creation.

Kapeta Sub-county curved from Kacheri Sub-count, is among Sub-counties created in the financial year 2017/2018, as part of a national strategy to decentralize governance and bring services closer to the people.

Others are Lokwakela, Kanair, Maaru, Longaroe, and Napumpum, Kamoru and Loletio.

However, eight years after their operationalisation by the Ministry of Local Government, the new administrative units are operating without administrative block, on a shoe-string budget, and grappling with a shortage of man power to execute their work,.

Loculi Lokwaryonga, the councilor representing the youth at Kapeta Sub-county, and Elijah Lokong among other councilors say lack of administration block has made it hard for them to carry out their day-to-day business efficiently.  

Paul Calvin Moding, the LCIII Chairperson of Kapeta Sub-county they are currently operating in a three-room tiny building meant for Losakucha Health Centre II, while council meetings are being conducted under trees.

He called the district leadership and the Ministry of Local Government to fast-track the construction of sub-county headquarters to ease service delivery challenges.

Moding is worried that they will be evicted from the current structure by the management of Losakucha Health Centre II when need arises for them to use their building for quarantine.

In response, Benard Oyoyo Kiyonga, the Senior Assistant Secretary of Kapeta Sub-county, blamed failure by the sub-county to construct its administration block to a standoff between the sub-county and the community over compensation.
