Employees tasked to work with integrity, love and expertise

The ministry of finance, planning and economic development, appreciated their long-term employee Mr. Ishmael Mweru Magona who was retired as the acting director of Budget in the Ministry. Magona was one of the contributors to a book titled “Uganda’s Economic Reforms.” which provides insights on the sector-wide approach and sector working groups. His legacy in revolutionizing budget practices and contributions will continue to benefit not only the ministry of finance but also the broader public sector.
Magona attained mandatory retirement from public service on 3rd November, 2024 and immediately handed over office of the director budget as guided by the Uganda Public Service Standing Orders, 2021.
Commissioner Hannington Ashaba is now the new acting director budget. Officiating at the luncheon, State Minister for General Duties Hon. Henry Musasizi on behalf of the political leadership of the ministry of finance, planning and economic development, appreciated Magona’s dedication to the service of the country.
According to the minister, Mr. Magona has been a very hard-working employee who loved his job and always expressed integrity in doing his role. “Throughout his illustrious career, Mr.Magona demonstrated excellent knowledge of the government policy making process and budget reforms, budgeting procedures and practices, planning and expenditure management.” said the Minister. He also added that he has been a team leader and mentor to many staff over the years.
The permanent secretary and secretary to the treasurery (PSST) of the Ministry, Mr. Ramadan Goobi said that Magona was very instrumental in driving the achievement of his agenda of repurposing the budget, adding that he was also one of the people who spearheaded major reforms in planning, budgeting and decentralization of front line services to the people of Uganda. “While soft-spoken, Mr.Magona was very candid in giving me advice and exhibited a high level of professionalism.” said the PSST.
In addition, speaking to the gathering, Mr. Magona said that passion for work kept him going until the time of retirement. He urged the ministry to continue building the capacity of the staff.” Mentorship, training and teamwork are very critical for success.” said Magona.
The luncheon was also attended by Hajj Yunus Kakande, the secretary to the president’s office, budget transparency initiative partners, Magona’s family and friends and staff from the ministry. Hajji Yunus Kakande encouraged employees to work with integrity, love and expertise in doing their jobs if they’re to be recognized at the end of their contracts.
