Pillar five manual launched for community mobilisation and mindset change

The Ministry of Gender, Labour and Social Development, through the Dream Project, officially launched the Community Mobilisation and Mindset Change Operational Manual at Hotel Africana, Kampala, on 19th September 2024.
During the event, the Minister of State for Gender and Culture, Hon. Peace Mutuuzo, expressed her gratitude to the organisers for the initiative and explained the necessity of this manual. “Today, we are launching the second edition of the Community Mobilisation and Mindset Change Operational Manual, as we identified several gaps in the first edition, which took us two years to address. One of the key issues we discovered was that people were not working on the land that belonged to them,” she stated.
According to the Minister, this manual is a game-changer. “We want people to consider how they will use the money before completing the forms. We also need to improve our mindset and adopt a culture of investing wisely to earn more from every one million shillings,” she stated.
The Minister encouraged the local leaders present at the launch to amplify the ministry’s message, ensuring that the intended households benefit from this programme. She also called upon the media and other stakeholders, such as Care International and Post Bank, to continue collaborating with the ministry in the fight against poverty.
The Executive Director of Food Rights Alliance, Agnes Kirabo, reminded the ministry and its partners that creating an enabling environment is a civic duty and that advocacy should play a significant role in their programmes. “Knowledge is power, and failing to share information is foolishness,” she said. Among those in attendance were members of Parliament and local government leaders, among others.
