The Returning Officer for Kikuube Electoral District, Emmanuel Twine, has declared National Resistance Movement (NRM) candidate Paddy Kisembo the newly elected District Chairperson after he garnered more votes than his closest rival, Fenekansi Timanyire of the National Unity Platform (NUP).
The position fell vacant following the death of the former district chairperson in April this year. In accordance with the Constitution and electoral laws, a by-election was conducted to fill the vacancy.
Announcing the results, Twine said:
“I, Emmanuel Twine, being the Returning Officer for Kikuube Electoral District, having added up the number of votes cast as recorded in each Declaration of Results Form in accordance with Section 147 of the Local Governments Act, Cap 138, declare that the total number of valid votes cast for each candidate is as follows: Paddy Kisembo of the NRM obtained 26,612 votes (75.34%), while Fenekansi Timanyire of the NUP obtained 8,713 votes (24.66%). The total number of valid votes cast for candidates is 35,324.”
He added that the total number of rejected ballot papers was 887, representing 2.4 percent of the ballots counted, while the total number of ballot papers counted was 36,211. A total of 74 ballot papers were spoilt.
“Accordingly, as Returning Officer for Kikuube Electoral District and in accordance with Section 147 of the Local Governments Act, Cap 138, I declare Paddy Kisembo, who has obtained the largest number of votes, to be the duly elected Chairperson of Kikuube District,” Twine stated before appending his signature to the declaration form.
Meanwhile, the NRM flag bearer in the Kalangala District Woman Member of Parliament by-election, Idah Nabayiga, yesterday kicked off her campaign programme with a meeting with residents of Kagoonya Village in Bujumba Sub-county on Bunyama Island.
Nabayiga thanked residents for their continued support of the NRM and expressed gratitude for electing Agnes Lunkuse as LC5 Chairperson and William Lugolobi as Member of Parliament for Bujumba Constituency.
She urged voters to entrust her with the Woman MP position, saying she understands the challenges facing the people of Kalangala District. Nabayiga emphasized that her affiliation with the ruling NRM would enable her to effectively lobby for improved services and closely monitor government programmes for the benefit of the people.
She called upon residents of Kagoonya and the wider Bunyama Island community to canvass support for her candidature and encouraged them to persuade opposition supporters to join what she described as the winning team.
The Kalangala District Woman MP seat fell vacant following the death of NUP legislator Hellen Nakimuli in April 2026. Polling day is scheduled for June 24, 2026, with five candidates, including NUP’s Irene Nampala, contesting for the seat.
