During a talk show programme titled Omuggundu on 87.5 Star FM Radio yesterday, veteran journalist Owana advised the newly appointed State Minister for Internal Affairs and Vice Chancellor of Victoria University, Professor Lawrence Muganga, to appreciate President Yoweri Museveni for appointing him but reconsider taking up the ministerial position, pending approval by Parliament’s Appointments Committee.
“I would advise Professor Muganga to let go of the ministerial position and thank the appointing authority,” Owana said.
He argued that the Ministry of Internal Affairs is a sensitive institution that handles critical information concerning Ugandan citizens, including personal data. According to Owana, entrusting such responsibilities to a person whose suitability is being questioned could create challenges in the future, particularly in matters relating to national security and the protection of Uganda’s interests.
However, Owana left room for Professor Muganga to make his own decision regarding the appointment.
It should be noted that ministers in Uganda take an Oath of Secrecy upon assuming office. The oath, provided for under the Oaths Act, requires public officials to keep confidential any information that comes to their knowledge in the course of their official duties, except where disclosure is authorised by the President or required in the execution of their responsibilities.
The oath states:
“I, __________, swear in the name of the Almighty God that I will not directly or indirectly reveal any matter that shall come to my knowledge in the discharge of my duties and committed to my secrecy.”
“So help me God.”
