By virtue of the powers vested in the President of the Republic of Uganda under Articles 108(1) and (2), 108A(1), 111(1), and 114(1) of the 1995 Constitution of the Republic of Uganda, President Yoweri Museveni has appointed 30 Cabinet Ministers, 51 State Ministers, as well as the Vice President, Prime Minister, and Deputy Prime Ministers, all of whom will be vetted by Parliament.
Victoria University Vice Chancellor, Prof. Dr. Lawrence Muganga, who is known for creativity, commitment, and education reform, has been proposed to replace Hon. David Muhoozi as Minister of State for Internal Affairs and will serve alongside Prof. Ephraim Kamuntu.
According to a press release from the Presidential Press Unit (PPU), Maj. (Rtd) Jesca Alupo retained her position as Vice President, while Rt. Hon. Robinah Nabbanja also retained her position as Prime Minister. However, her Second Deputy, Hon. Moses Ali, was replaced by Hon. Crispus Kiyonga.
Other new faces in Cabinet include Hon. Henry Tumukunde at the Ministry of Gender, Labour and Social Development, and Hon. Sanjay Tanna at the Ministry of Trade, Industry and Cooperatives.
Some ministers were transferred to different ministries. Hon. Jane Ruth Aceng switched roles with Hon. Chris Baryomunsi, who moves to the ICT Ministry. Hon. Kahinda Otafiire was appointed to the Ministry of Water and Environment, while Hon. Sam Mayanja was appointed Attorney General.
Hon. Henry Musasizi replaced Hon. Matia Kasaija in the Ministry of Finance, where he had been serving as Minister of State for General Duties, among other changes.
The President also appointed Hon. Justine Nameere as Minister of State for Local Government. Hon. Phyllis Chemutai is the only new face in the Ministry of Education and Sports, replacing Hon. Kaducu.
The 51 State Ministers will also undergo parliamentary vetting.
The President further stated that the Senior Presidential Advisors, whose specific assignments will be communicated later, include Hon. Ruth Nankabirwa, Hon. Hamson Obua, Mr. Francis Mwebesa, and Hon. Evelyn Anite.
Additionally, Dr. Kenneth Omona has been transferred to the Diplomatic Service as Ambassador to a station that will be communicated later.
Meanwhile, friends and supporters of Dr. Muganga have congratulated him upon the appointment.
In the same spirit, the outgoing Minister of State for ICT and National Guidance, Godfrey Kabyanga Baluku, issued an appreciation message to the President for giving him the opportunity to serve over the last five years.
“I take this moment with deep humility and gratitude to profoundly thank H.E. President Museveni for the trust and opportunity to serve as Minister of State for ICT and National Guidance over the last five years. Serving under you has been an honour,” he said.
