In a bold campaign titled “No Aber, No Vote”, Hon. Isha Otto Hamza is rallying residents of Oyam district to demand the immediate creation of Aber district.

Speaking at a press briefing held in a garden in Lira City yesterday, Hon. Otto a political activist and former Oyam South parliamentary aspirant—affirmed that, whether President Museveni approves or not, Aber district must be created to secure votes in Oyam. He emphasised that the division in service delivery across Lango has become a pressing concern.

Otto pointed out that the Oyam district council passed a resolution supporting the formation of Aber district during his parliamentary tenure alongside Hon. Ben Wacha and Beatrice Amongi Lagada in 2010. He noted that Oyam has submitted three formal petitions advocating for the district’s creation, arguing that Oyam is too large to function effectively as a single administrative unit.

Legal requirements for the establishment of the district were met more than a decade ago, with resolutions passed and submitted in 2011, 2018, and most recently in 2023. However, government inaction has left residents increasingly frustrated.

Otto has vowed to begin mass mobilisation within two weeks, launching a signature collection exercise across all subcounties in Oyam to intensify the push for Aber district. In response to this development, the community in Oyam has embraced Otto’s leadership, expressing hope that he will champion their cause in the fight for the district’s establishment.
