The Uganda People’s Congress (UPC) through independent Electrol commission of Uganda has officially nominated Onapa Samuel popularly known as Sam Samie, as its Flag Bearer for the position of Directly Elected Councilor representing Western Ward ‘A’ in Oyam Town Council.

A seasoned media professional and community advocate, Onapa currently serves as the Programs & Production Manager at Shine FM 106.5 Oyam, where his voice has long echoed the concerns and aspirations of the people. His nomination marks a significant step in his transition from broadcasting to direct civic leadership.

Onapa Sammuel’s campaign is rooted in a people-first philosophy, with a clear and actionable agenda focused on:

  • Youth Empowerment & Employment
    Launching vocational training programs and supporting local entrepreneurship to reduce youth unemployment.
  • Health Access & Sanitation
    Advocating for improved health services, clean water access, and better sanitation infrastructure across the ward.
