Background

Oyam District is one of the new districts created in Northern Uganda in 2006. Oyam lays in the
mid north Uganda neighbouring Gulu, Omoro, Lira, Kole, Alebtong, Otuke, Masindi,
Kiryandongo, Nakasongola, Dokolo, Amolatar, Kwania and Apac Districts. Oyam is among the
districts that was badly affected by the LRA insurgency in northern Uganda and is now
recovering from the effects of this war.


Oyam is a district with unique social economic information needs that are not being adequately
addressed by the existing media in the region.


Communications coverage for Oyam district includes Mobile phone services and radio
broadcast signals from Gulu, Lira, Lamwo, Pader, Nwoya, Kole, Amolatar, Dokolo, Kwania,
Kiryandongo, Omoro and Apac. The media services required by the communities of Oyam
include, Radio Notices, Advertisements, Announcements, Talk shows and current affairs
debates. The clientele includes Government departments, NGO’s, corporate advertisers,
Institutions. These services are being sourced from radio stations in the neighbouring districts
which are on average one hundred kilometres away from the district.


Media services needs from within Oyam district and the nearby Trading Centres of Kamdini,
Aber, Loro, Myene, Iceme, Otwal, Lalogi, Lakwana, Layibi, Aleka Aboke, Kole, Minakulu, Ayer,
and Bobi along the Gulu and Lira highways would provide sources of revenue for the Radio
Station.


The main hydro electricity grid was extended to Oyam District in 2010. This is a vital source of
electricity for the running the station. However the power is intermittent and there is heavy load
shedding that requires the use of a diesel power generator to provide electricity.
Shine F.M Oyam is a commercial radio station. It draws its good will from its sister Station Radio
Apac style of operation. Its frequency is 106.5, News programming and program relays is used
for local content programming.

To lead in building the capacity of the community to reflect the social economic diversity
affecting them in the region and provide information that can improve the livelihoods of the
community.

    Get communities involved in debate by informing them on developmental issues like Agriculture,
    Governance, Education, Culture, Religion and Health.
