The Electoral Commission of the National Resistance Movement (NRM) in Kitgum District has expelled two sub-county returning officers over alleged incompetence, just hours before the NRM party primaries scheduled for Thursday, 17 July 2025.
Speaking during a press briefing held at the NRM offices in Kitgum Municipality on Wednesday, the NRM District Returning Officer, Mr Cyrus Odongkene, confirmed the dismissal of Mr Otam Pican James, the returning officer for Namokora sub-county, due to incompetence, and Mr Onencan Johnson, who had also contested in the party’s structural elections.
Mr Odongkene stated that the gaps left by the two dismissed officers have already been filled to ensure a smooth and credible electoral process. “The party is fully prepared for tomorrow’s primaries,” he emphasised. “All election materials have been dispatched across polling stations in the East Acholi subregion, and verification has been completed.”
According to Mr Odongkene, a total of 11 candidates are competing in the primaries across various constituencies — including three candidates from Chua West, five from Chua East, and three from Kitgum Municipality. The elections cover both direct MP positions and women representative seats.
He urged the public to ignore circulating rumours about a possible postponement, affirming that the elections will proceed as scheduled and are expected to conclude by 2:00 pm. The final results will be announced by 5:00 pm at the designated tally centre.
Mr Odongkene called for calm and urged all candidates and supporters to respect the electoral process and avoid acts of violence.
NRM Kitgum District Administrator, Mr Nyero Innocent, reiterated that the elections will be guided by the party’s established procedures, including polling day protocols, vote tallying, and legal standards to ensure a free and fair process. He confirmed that security agencies have been briefed and are prepared to handle any incidents that may arise.
“The primary election is an opportunity for the party to select competent flag bearers ahead of the 2026 general elections,” Mr Nyero noted. “All candidates are invited to attend the official announcement of results to ensure transparency and foster unity.”
District NRM Chairperson Mr Lapyem Emmanuel also cautioned candidates to be ready, saying the campaign period ended two days ago. “Serious candidates should be prepared by now. The party, together with security organs, is committed to maintaining peace and order throughout the electoral process,” he said.
He appealed to all candidates to accept the results peacefully and contribute to strengthening the party’s unity ahead of the 2026 elections.
