Kitgum Technical Institute Moves to Fix Staffing Gaps with Education Ministry Support”

Kitgum Technical Institute is collaborating with the Ministry of Education and Sports and Kitgum Municipal Council to address the issue of low staffing and meet the approved staff ceiling of 57 government payroll positions.

While presenting the concern to the TVET Council Executive Director during a meeting held at Kitgum Technical Institute, Rev. Fr. Robert Odong, the Diocesan Secretary of Education, said the low staffing level is negatively affecting learning in technical institutions.

Fr. Odong noted that the Acholi Sub-region remains one of the most affected areas due to a low wage bill, adding that some institutions, including Kitgum Technical Institute, currently operate without a substantive Deputy Principal.

He called on the government to fill the existing staffing gaps so that the limited contributions from parents and students can effectively support teaching and learning.

Speaking during the same meeting chaired by the TVET Council Executive Director, Mr. Moses Kaksya, the Principal of Kitgum Technical Institute, Mr. Kidega Aldo, said the approved staffing structure allows for 57 staff members, but only 21 are currently on the government payroll. The remaining staff are paid by the school’s Board of Governors.

Mr. Kidega further revealed that Kitgum Technical Institute currently has an enrollment of 490 students — comprising 320 formal students, 140 non-formal trainees, and 30 private non-formal students supported by NGOs and UNDP.
