Labongo Layamo LC3 Appeals for UPDF Deployment to Combat Rising Crime

The Labongo Layamo Sub-county LC3 Chairperson, Mr. Ayela Thomas Stumba, has appealed to the Uganda People’s Defence Forces (UPDF) to deploy a security unit in the sub-county to help curb rising crime, particularly livestock theft.

Mr. Ayela made the appeal while receiving a stolen cow belonging to Mr. Alex Ojew, a retired teacher from Ocettoki North Village, Labongo Layamo Sub-county in Kitgum District. The cow was recovered by a joint security team from the UPDF and the Office of the Resident District Commissioner (RDC).

He noted that cases of animal theft have increased tremendously in the area. While some suspects have been arrested and remanded, others were released after serving their sentences.

Meanwhile, Mr. Abala V.K., Chairperson of Lemo East in Pager Division, Kitgum Municipality, said the stolen cow was found hidden in a sorghum garden with the help of the UPDF security team. He warned livestock owners to be extra cautious, especially during the festive season when thieves are most active.

The Assistant RDC for Kitgum, Mr. Labalpiny Stephen, called on youths to conduct night patrols to deter theft. He also encouraged traditional leaders to revive traditional disciplinary measures against thieves. Mr. Labalpiny further criticized parents for failing to instill moral values and discipline in their children.

Speaking to the community of Ocettoki North Village , Mr. Chelangat Sadam, the UPDF Detach Commander in Ayul, warned that the UPDF will take firm action against anyone found moving with cattle at night. He urged the public to remain alert and report suspicious individuals, especially those transporting cows using tukutuku (three-wheeled motorcycles), and to demand proper documentation.

 Mr. Oguti Geoffrey, Assistant RDC in charge of Chua West, warned Local Council leaders against issuing fake livestock movement documents, saying those involved will face immediate arrest.
