Presidential Team Pledges to Remind President Museveni About Delayed Aber District Creation

During a stakeholder meeting at the Oyam District Council Hall yesterday, Lt Col (Rtd) Ambako Kibrai, Senior Presidential Advisor on Mobilization attached to the RDC Secretariat, assured residents that he would remind President Museveni of his promise regarding the creation of Aber District.

Kibrai, who leads a team from the President’s office monitoring service delivery at the grassroots level, urged Oyam residents to remain calm.

He acknowledged that the creation of Aber District is a crucial development for the region.

Regarding service delivery in Oyam, Kibrai reported that while services are being provided, many residents feel they are not receiving them. He noted that the government allocates significant funds to the district but attributed the problem to poor communication, as residents are not adequately informed about ongoing projects.

Resident District Commissioner Sgt Shilaku urged Oyam residents to utilize government programs effectively. He emphasized the substantial investments made by the government and called on the presidential team to review residents’ requests, citing Oyam’s large population as a major challenge to service delivery.

LC5 Chairperson Benson Walter Dila Oyuku highlighted that Oyam District, with over 500,000 residents, faces difficulties compared to smaller districts with fewer than 100,000 residents. He argued that the one billion Ugandan shillings allocated for road rehabilitation is insufficient given Oyam’s 557 kilometers of roads, reinforcing the need for Aber District.

Similarly, LC3 Chairperson of Loro Town Council, Robert Ekwaro, voiced his disappointment over the delayed district creation. He stated that Oyam’s large population qualifies it for district status, and the delay reflects disregard for the interests of its residents.
