Kitgum Tightens Livestock Movement Rules Amid Rising Theft Cases

Authorities in Kitgum District have introduced stricter measures to regulate livestock movement following a surge in theft cases.
The Deputy Resident District Commissioner of Kitgum, Walter Komakech Oyoo, announced that no livestock movement permit will be issued by local council leaders without a valid sales agreement to confirm ownership of the animals.
He explained that LC1 chairpersons will be required to work closely with other local leaders to verify whether animals being sold or transported genuinely belong to the individuals involved, or are intended for specific purposes such as traditional functions.
Mr. Komakech also announced a ban on the transportation of animals at night, warning that vehicles found violating the directive will be impounded.
To curb the slaughter of stolen animals, security personnel will be deployed at abattoirs across the district to monitor activities.
He emphasized that livestock vaccination remains critical in safeguarding animal health and improving productivity.
The measures were agreed upon during a recent meeting convened in response to the increasing cases of livestock theft in Kitgum District.
